DHAKA: The newly registered voters won't be able to exercise their franchise in the upcoming by-polls to Rangpur-3 constituency that fell vacant following the death of Jatiya Party Chairman HM Ershad. 

Because, the new voters will be included in the final voter list on January 31, 2020.  

Voting to the seat will be held from 9am to 5pm on October 5.

According to the announced schedule, the last date for filing nomination papers is September 9, and scrutiny of nomination papers on September 11. And the candidacy can be withdrawn till September 16.
