Living In Heaven and Hell || Part-5

Melbourne has small shires (City Councils) which are solely responsible for all kind of socio economic activities in the command area. The mayors of the city council and councilors are elected by the people and they are accountable to the taxpayers. Melbourne City Council act as co-coordinator and ensure corporate governess for Victorian State and Australian Federal Government supported development activities. But nothing is done without knowledge and support of local shires. Dhaka can take lessons from Melbourne City Governance and Shire Governance. Even if approached at Government to Government level Dhaka and Melbourne may become twin cities sharing experience of each other and assisting each other.

We discussed and compared Socio Economic Stability, Education, Medical Care and Infrastructure status of Melbourne and Dhaka. Now let us see what Dhaka can do to improve its position from the 139 th of 140 to a respectable position in a decade or so.

What Can Bangladesh Do?

Socio Economic Stability:

There must be an all-party census on certain minimum issues for the greater national interest which can improve socio economic situation of Dhaka very soon.

There must not any political programs which affect social life and normal economic activities.

There must be some places in the city which will be used only for rallies, processing and registering protest in democratic manner.

No political party should entertain violence, vandalism, anarchy and terrorism.

Political parties and social organizations should carry out community cleaning and other activities encouraging their activists in standing beside people in solving citizens problems and issues 

Political parties should debate in electronic media in civilized manner on matters of national interest to create public awareness and drumming support.

There must be abuse or character assassination of national leaders especially who have already expired.
 
Health Care:

Government provided public sector health care must be made readily available and accessible to all citizens and especially to vulnerable communities.

Private sector hospitals and private clinics must have a organized regulatory system.

Medical care system whether in public and private hospitals must be properly monitored regulated. Office of Director General Health must have required manpower and required facailities.

Community clinics along with trauma centers can be set up in major city suburbs

Telememedicins may be gradually introduced and internet services must be applied for hospital booking, appointments of doctors and consultations.

Health cards and Medicare cards may be introduced for unemployed persons, vulnerable people and use should be regulated.

Use of objectionable drugs and unauthorized use alcohols must be strictly controlled.

Medical insurance system for affluent persons may be introduced 

Education 

Education is fundamental right of the citizen of an independent nation. Any state poor or affluent must commit resources to ensure access to education to its citizen .State must facilitate minimum basic education to all. But higher education cannot be free for everyone .Government can support higher education for meritorious poor students through arranging scholarship but for others if they want to avail higher education they must pay the proper fees and expenses even in public Universities. Dhaka and Bangladesh must update their vocational training institutes to the level of TAFE type education of Australia.  Education is not a commodity.  It cannot be traded for money.  Higher education must be regulated.  The way universities have mushroomed at Dhaka one wonders whether higher education certificates are traded for money there. Where from qualified academia come to impart lessons in universities? Do they have proper facilities for research? Are these university degrees internationally recognized?  Who approves the Curriculum? Who regulates the teaching standard of private educational institutions? These must come under through scrutiny and control.  Government must check and control growth of unscrupulous coaching centers and see that teaching staff are not involved in dirty politics.

There must be a uniform education policy governing all education in Bangladesh. We are aware that government now has two different ministries looking after education. Ministry of Primary Education .Over the last several years primary and secondary education standards have significantly improved. Free education up to certain level especially for women has started working wonder.  Food for education, free supply of books have arrested drop out from primary level. But at secondary and higher secondary level question paper leakage and other foul means of mismanaging examination scripts scrutiny to artificially showing extraordinary results have devaluing the quality of education . In recent times more and more genuine allegations are being sounded.  Major universities including Dhaka Universities are no longer rated among top 500s even. None of the degrees of any medical universities are recognized internationally. Only BUET and Other Public Engineering University degrees are recognized abroad.

Wonder why Bangladeshi Universities cannot have linkage and regular exchange program with Monash University, RMIT and Melbourne University? Why Bangladesh cannot introduce TAFE type vocationary training cum education at Dhaka primarily for producing quality crafts person and skilled manpower?

What Should Be Done For Infrastructure?

All out efforts must be made not only to stop migration to Dhaka but to encourage returning to villages and living away to adjacent districts.  The first and foremost action should be trying to control and reduce population of Dhaka. A small city with 15 million or more people cannot arrange any facility properly.  Dhaka just not have enough space for proper living of more than 9-10 million people .We can suggest some measures below which can act as positive catalyst to take away at least 20-30 % Dhaka population away from Dhaka. If only proper education, Medicare facilities can be developed outside Dhaka at least 10% Dhaka population will move out from Dhaka.

Relocation of all RMG factories in phases in 5 years from Dhaka City and adjoining areas to properly developed Garments villages away from the city.

Gradually phase out Rickshaw and three wheelers from Dhaka City creating alternate job opportunity for these people through proving them training in other skills.

Upgrading Railway Communication and arranging fast moving shuttle trains moving between Dhaka and adjoining Districts in rapid frequencies. This will encourage people living away from Dhaka and commute regularly for works.

Encourage major educational institutions like DU, BUET , DMCH  and leading government colleges and schools open campus in Mysmensingh , Tangail , Gazipoor , Narayanganj , Faridpoor , Norshindi and Brahmanbaria 

Encourage leading private entrepreauner set up Modern Hospital in adjacent districts of Dhaka.

If it is possible to reduce Dhaka population to below 10 Million and maintain that level through major developments outside the Dhaka city then a proper master plan for redeveloping Dhaka as a really modern city can be initiated. In earlier installment we have suggested how grid locks of the city can be resolved. But for that a consensus of people is very much essential.

Actions like relocating BDR HQ, Army HQ, Central Jail, Kawran Bazar market centre, DU, BUET, DMCH campuses, RMGs from Dhaka City Centre and suburbs will require major political parties’ consensus and strong public opinion.

But some other actions like the following will have popular support.

Freeing four rivers and city canals from grabbers and illegal occupants and regenerating these to flow in full brim would act as catalyst for major subsequent developments. Dhaka can have city circular river route for transporting commodities and people. There can be city circular road, city circular rail, city ring main gas pipeline, river water treatment plants for water supply in the city.
