Israel’s security cabinet has approved a military plan to expand operations in Gaza, including the capture and holding of territory, an Israeli official confirmed on Monday.

Prime Minister Benjamin Netanyahu said the decision aims to dismantle Hamas and rescue remaining hostages. He added that Gaza’s 2.1 million residents would be "moved" for their protection but did not specify the scale of territorial occupation. “Our forces will not go in and come out—they will stay,” he said.

The cabinet also agreed in principle to a new aid delivery method via private firms, potentially ending a UN-criticised two-month blockade. However, the UN and aid agencies warned they would not participate, citing violations of humanitarian standards.

An Israeli military official said the approved plan includes capturing parts of Gaza, displacing civilians to the south, and escalating strikes against Hamas. The strategy is also intended to pressure Hamas into negotiating a new ceasefire and hostage release.

The plan will reportedly be implemented only after U.S. President Donald Trump’s upcoming visit to the region, which Israeli officials see as a brief opportunity for diplomacy. Trump is set to visit Saudi Arabia, the UAE, and Qatar from 13 to 16 May.

Far-right Israeli Finance Minister Bezalel Smotrich told a conference that Israel intends to “finally occupy” the Gaza Strip.

Meanwhile, Palestinian civilians voiced strong opposition to further displacement. “We will not leave again,” said Ahmed Shehata, a 76-year-old Gaza City resident who was previously evacuated. “We would rather die here.”

Critics, including the Hostages and Missing Families Forum, argue the government is prioritising land over the lives of captives. Hamas insists any agreement must include a full ceasefire, Israeli withdrawal, and reconstruction of Gaza.
