No district, upazila quota in non-govt teachers' employment: HC

DHAKA: The High Court on Thursday (December 14) delivered its verdict over NTRCA’s recruitment system, asking the authorities concerned not to allow district and upazila quota system in the teachers’ employment of non-government educational institutions.

The HC in its verdict also said that the certificate of the examinees, who passed the Non-Government Teachers' Registration and Certification Authority (NTRCA) examinations earlier, won’t be valid until their recruitment.

The bench of Justice Kazi Reza-Ul-Haque and Justice Mohammad Ullah delivered the verdict following 166 writ petitions.

Lawyers Humayun Kabir, Shahabuddin and Israt Jahan moved for the petitioners in the court.

Earlier on November 08, the HC bench issued a rule asking the authorities concerned to explain in seven days why it should not be declared the district and upazila quota system illegal.

The education secretary and NTRCA authorities had been made responders of the rule.

The HC bench in its Thursday’s verdict asked the authorities to prepare a central merit list for teachers’ employment of non-government educational institutions in stead of district and upazila quota. The list has to be published on the website of the NTRCA.

The HC court also asked to begin the recruitment process of the writ petitioners within 90 days of final copy of the verdict.
